How to promote Brain Drain

1) Take the brightest youngsters
2) Put them through rigorous expensive and prolonged 5 1/2 yr training program
3) Once graduated tell them there are no Govt jobs for them (900000 MBBS doctors, only 100000 in Govt service)
4) Tell them no campus placements by private enterprise for them either
5) Make them work on stipends as residents, trainees while exploiting them to the maximum (work 80 hrs a week plus) SIMULTANEOUSLY charging them in crores for the "training".
6) After postgraduations and superspecializations with no resources of their own and having depleted their parental resources tell them to buy land of prescribed area in commercial location to start private enterprise at commercial rates.
7) If not then work in some corporate hospital after deleting own conscience and do as told
8) Even as self employed Do not earn more than subsistence money. Charge rates as decided by Government even in Private "commercial setups" while paying commercial water , electricity, complying with labour laws, register with shops and commercial establishment act provisions, while using drugs which are the cheapest available, but being prepared to pay 11.5 crore as compensation after failing to guarantee cure in a very sick person.
9) See emergency patients and stabilize them free of cost
10) Be prepared to be beaten, abused, equipment and property vandalized besides being arrested.
11) LET THE GOVT TAKE CREDIT FOR HAVING PROVIDED HEALTH TO ALL .
